Assessment of the organisation and implementation of the Swiss Biodiversity Strategy Action Plan

Brugger + Partner was commissioned by the Federal Office for the Environment (FOEN) to evaluate the organisation and implementation of the Swiss Biodiversity Strategy Action Plan. Covering the first implementation phase from 2017 to 2023, the action plan included four immediate measures, nine synergy measures, and six measures with a total of 19 pilot projects. The FOEN oversaw implementation, with measures executed by the responsible federal agencies in cooperation with cantonal authorities and, in some cases, private sector partners. Brugger + Partner conducted a formative evaluation focusing on tasks, processes, and organisational structure. The analysis identified several opportunities for optimisation, which were translated into actionable recommendations and subsequently implemented by FOEN.
