Evaluation of communal constitution of Glarus North

Brugger + Partner supported the Lucerne University of Applied Sciences and Arts in collaboration with Bolz + Partner in analysing the communal constitution of the municipality of Glarus Nord on behalf of Nimbus AG, an IT company based in Ziegelbrücke. Given the increasing challenges faced by modern municipalities, in terms of both expertise and resources, it is essential to explore new forms of engagement for managing public responsibilities. For this purpose, we conducted a neutral and pragmatic analysis of participation opportunities in a municipality without a parliament. Initially, we assessed the current situation by systematically reviewing all relevant documents from the municipality of Glarus Nord. Subsequently, we developed solutions to enhance participation, drawing on experiences from other jurisdictions. Finally, we formulated content and methodological recommendations for the upcoming extraordinary municipal assembly, aligning these recommendations with the client.
